Monas Management Units Merger Constrained by Bylaw Revision
Reported by Erna Martiyanti | Translated by Isa Efriadi
The merger of National Monument (Monas) area management has been planned since 2010. But until now, the revision of Bylaw No. 10/2008 on Regional Organization, which regulates about the merger, still has not finished by Jakarta Legislative Council (DPRD).
DPRD’s Legislation Board (Balegda) promised to hold plenary meeting this month to ratify the bylaw revision. Hopefully it would be soon
Head of Organization and Governance Bureau (Ortala), Deny Wahyu, said the idea to merge Monas management is already planned since Fauzi Bowo was still Jakarta Governor. The merge includes Monas Cup Management Unit and Monas Park Management Unit (UP).
“There was Bylaw No. 10/2008 on Regional Organization. In 2010, we proposed for its revision to DPRD, one of them is about the merge of Monas management,” he stated, Monday (6/16).
Basuki to Merge Two Monas Technical Management UnitAccording to Wahyu, the proposal of that bylaw revision is still not approved by DPRD. According to initial plan, the merge of Monas management would be Monas Area Management Office. So, the Head Office is directly responsible for Monas management to the Governor, City Secretary, and City Secretary Assistant for Jakarta Development.
At this time, Monas management is still under the management unit, thus the accountability is reported first to Tourism and Culture Department then to City Secretary and lastly to Jakarta Governor.
“
DPRD’s Legislation Board (Balegda) promised to hold plenary meeting this month to ratify the bylaw revision. Hopefully it would be soon ,” he expressed. Moreover, Wahyu disclosed that the new governor regulation about the merger of the two management units will not collide with Bylaw No. 10/2008. This is because to run the bylaw, there must be a regulation derivative made by executive authority.
While waiting for the bylaw revision ratified by DPRD, Ortala will process governor regulation on the merge of Monas Cup and Park Management Units. And as long as the bylaw revision has not been ratified, Monas will still be managed by Monas Cup and Park Management Units.
“Before both management units merged, there will be assets and financial diversion management process by Jakarta Financial Management Body (BPKD) before eventually processed in Legal and Governance Assistant Bureau,” uttered Wahyu.
